Operating model analysis to support a First Peoples Organisation in understanding the full scope of obligations and capability requirements arising from a Recognition and Settlement Agreement with the Victorian Government.
First Peoples Organisation (FPO) had entered into a RSA (Recognition and Settlement Agreement) with Vic Gov. The agreements were complex and it was necessary to understand the agreements to identify the direct and indirect tasks needed to support achievement of the outcomes in the agreement.
Following this classification we completed a matrix estimating the capacity and capabilities required to deliver these activities. These capabilities were also costed and a roadmap was developed.
Subsections of the activity classification are: (1) Finance & Corporate Support; (2) Communications & Partnership Management; (3) Member Engagement & Support; (4) Cultural Heritage, NRM; (5) Economic Development; (6) Economic Development; (7) Land & Land Management; (8) RSA implementation; and (9) Training.
We worked with the expert internal team from the FPO to understand critical interdependencies of all the legal documents referred to within the RSA (including for example the Natural Resource Agreement) and then set up a regular cadence of meetings and reviews to track progress, chase down open points and progress classifications of activities referred to in the agreements. We were able to bring the necessary skills complemented by the internal team (broader including legal expertise) to ensure we thoroughly reviewed and considered all the various activities they were being asked to complete.
FPO now have a very comprehensive assessment of the requirements from the RSA and associated documents. This has been progressively shared with Government to establish funding requests and will be formally submitted in due course. The Victorian Government commented that they felt the analysis was very comprehensive and sophisticated.
